I think he's far more interesting as a flawed character. If he wasnt flawed, then the saying "nice guys finish last" would definitely apply to Hrothgar. Youd feel bad for him, but if hes not going to do anything about it, then he kind of deserves what hes gonna get. If hes a flawed character (drinking, sex etc.) its more interesting i think because youre not really sure what might happen. Maybe hell do something totally unexpected in a drunken rage...He's not as predictable i dont think, which in my opinion makes him more interesting.
Hrothgar is mean and cruel to Grendel because he does not understand what he is going through. He immediately sees a hideous monster and assumes he is evil without waiting to see if he really is or not. This is shown when he throws a freaking axe at him while he dangles in a tree.
